Global AbuseFilter redaguoti

Hello,

AbuseFilter is a MediaWiki extension used to detect likely abusive behavior patterns, like pattern vandalism and spam. In 2013, Global AbuseFilters were enabled on a limited set of wikis including Meta-Wiki, MediaWiki.org, Wikispecies and (in early 2014) all the "small wikis". Recently, global abuse filters were enabled on "medium sized wikis" as well. These filters are currently managed by stewards on Meta-Wiki and have shown to be very effective in preventing mass spam attacks across Wikimedia projects. However, there is currently no policy on how the global AbuseFilters will be managed although there are proposals. There is an ongoing request for comment on policy governing the use of the global AbuseFilters. In the meantime, specific wikis can opt out of using the global AbuseFilter. These wikis can simply add a request to this list on Meta-Wiki. More details can be found on this page at Meta-Wiki. If you have any questions, feel free to ask on m:Talk:Global AbuseFilter.

Thanks,

PiRSquared17, Glaisher

Writing weeks about Baltic region redaguoti

The Baltic region

Hello!

Today the writing weeks about the Baltic region have started on the Dutch Wikipedia!

Several times a year, especially during holidays, we organize on the Dutch Wikipedia writing weeks to focus much of our attention to a specific region in the world that can use some improvements, based on reasons. This edition is about the Baltic region, because on 1 January Latvia becomes the president of the Council of the European Union and Lithuania becomes member of the Eurozone and adopts the Euro as currency. But what do we (outside this region) know about these countries?

Everyone can participate in writing about Estonia, Latvia, Lithuania and the Kaliningrad Oblast. We work on both improving existing articles as writing new articles.

The Dutch project page is at nl:Wikipedia:Wikiproject/Schrijfweek/Baltische regio.

What can you do?

  • You can give us suggestions what certainly should be written/improved.
  • You can simple start up your own writing weeks, like about the Netherlands and Belgium.

Happy Public Domain Day! redaguoti

Logo Public Domain Day

Feel free to translate this message in your language!

On January 1 we celebrate Public Domain Day as many works of authors who died 70+ years ago now enter the public domain and can be used freely.

Let us be aware: copyright is temporary. It only lasts during the authors lifetime and 70 years afterwards (in most countries). During those years it is limiting Wikipedia and her sister projects in showing works of art, literature, public art and buildings in countries without freedom of panorama, and more in the articles. But now a new batch is freed from copyrights!

An overview of images and texts that are restored or added to the Wikimedia Commons, are collected on: this page.

Many of these files still need a place in articles. You can help!

You can also help by uploading new files of subjects that are freed of copyrights.
You can also help by tagging all requests for deletion pages with the category when the file can be restored, which will be/was deleted.

As I follow the log of restored files this week, more images and texts will follow. If still files or texts are missing in the list, let me know or add them yourselves.

A very happy Public Domain Day! Romaine (aptarimas) 20:30, 1 sausio 2015 (EET)[atsakyti]

SVARBU: Administratorių aktyvumo patikrinimas redaguoti

Sveiki.

Inspire Campaign: Improving diversity, improving content redaguoti

This March, we’re organizing an Inspire Campaign to encourage and support new ideas for improving gender diversity on Wikimedia projects. Less than 20% of Wikimedia contributors are women, and many important topics are still missing in our content. We invite all Wikimedians to participate. If you have an idea that could help address this problem, please get involved today! The campaign runs until March 31.

All proposals are welcome - research projects, technical solutions, community organizing and outreach initiatives, or something completely new! Funding is available from the Wikimedia Foundation for projects that need financial support. Constructive, positive feedback on ideas is appreciated, and collaboration is encouraged - your skills and experience may help bring someone else’s project to life. Join us at the Inspire Campaign and help this project better represent the world’s knowledge!

Stewards confirmation rules redaguoti

Hello, I made a proposal on Meta to change the rules for the steward confirmations.

This is a message from the 2015 Wikimedia Foundation Elections Committee. Translations are available.

Greetings,

I am pleased to announce that nominations are now being accepted for the 2015 Wikimedia Foundation Elections. This year the Board and the FDC Staff are looking for a diverse set of candidates from regions and projects that are traditionally under-represented on the board and in the movement as well as candidates with experience in technology, product or finance. To this end they have published letters describing what they think is needed and, recognizing that those who know the community the best are the community themselves, the election committee is accepting nominations for community members you think should run and will reach out to those nominated to provide them with information about the job and the election process.

This year, elections are being held for the following roles:

Board of Trustees
The Board of Trustees is the decision-making body that is ultimately responsible for the long term sustainability of the Foundation, so we value wide input into its selection. There are three positions being filled. More information about this role can be found at the board elections page.

Funds Dissemination Committee (FDC)
The Funds Dissemination Committee (FDC) makes recommendations about how to allocate Wikimedia movement funds to eligible entities. There are five positions being filled. More information about this role can be found at the FDC elections page.

Funds Dissemination Committee (FDC) Ombud
The FDC Ombud receives complaints and feedback about the FDC process, investigates complaints at the request of the Board of Trustees, and summarizes the investigations and feedback for the Board of Trustees on an annual basis. One position is being filled. More information about this role can be found at the FDC Ombudsperson elections page.

The candidacy submission phase lasts from 00:00 UTC April 20 to 23:59 UTC May 5 for the Board and from 00:00 UTCApril 20 to 23:59 UTC April 30 for the FDC and FDC Ombudsperson. This year, we are accepting both self-nominations and nominations of others. More information on this election and the nomination process can be found on the 2015 Wikimedia elections page on Meta-Wiki.

Please feel free to post a note about the election on your project's village pump. Any questions related to the election can be posted on the talk page on Meta, or sent to the election committee's mailing list, board-elections -at- wikimedia.org

Pywikibot compat will no longer be supported - Please migrate to pywikibot core redaguoti

Sorry for English, I hope someone translates this.
Pywikibot (then "Pywikipediabot") was started back in 2002. In 2007 a new branch (formerly known as "rewrite", now called "core") was started from scratch using the MediaWiki API. The developers of Pywikibot have decided to stop supporting the compat version of Pywikibot due to bad performance and architectural errors that make it hard to update, compared to core. If you are using pywikibot compat it is likely your code will break due to upcoming MediaWiki API changes (e.g. T101524). It is highly recommended you migrate to the core framework. There is a migration guide, and please contact us if you have any problem.

There is an upcoming MediaWiki API breaking change that compat will not be updated for. If your bot's name is in this list, your bot will most likely break.

Thank you,

Two weeks to save freedom of panorama in Europe redaguoti

The current situation of freedom of panorama in the countries of Europe.
The current report text would turn the map red or yellow for all EU countries.
  OK, including works of art
  OK for buildings only
  OK for non-commercial use only
  Not OK
  Unknown

Now photos of the European Parliament are not allowed to be on Wikipedia...

...as well is pictures of the Belgian national monument the Atomium, but then...

also London Eye (England), ...

...also Rotterdam Central trainstation (Netherlands), ...

...also El Hemisférico (Valencia, Spain) and many more...
Feel free to translate this message into Lithuanian.

Hi all,

What is going on?

In the European Parliament a proposal (amendment) has been submitted to limit the Freedom of Panorama in Europe. The proposal is part of a larger plan to harmonize the copyright law in the various countries of the European Union.
If this proposal is adopted and implemented, it will mean that users on Wikipedia are no longer allowed to upload photographs of modern buildings or public works of art and use them in Wikipedia.
Even if freedom of panorama is allowed only for non-commercial purposes, this is an issue for Wikipedia. The current license under what we write Wikipedia, CC-BY-SA, is not compatible with non-commercial licenses, as they would restrict the re-use of the content.

Freedom of panorama?

Photos of modern buildings and public art currently may be uploaded on Commons / Wikipedia and used in articles, only if those pictures were taken in a country that currently has freedom of panorama (FoP), at this moment 16 of the 28 EU countries.
  • EU countries with freedom of panorama: Austria, Croatia, Czech Republic, Denmark*, Finland*, Germany, Ireland, Hungary, Malta, Netherlands, Poland, Portugal, Slovakia, Spain, Sweden, and United Kingdom. (* = only for buildings)
  • EU countries without freedom of panorama: Belgium, Bulgaria, Cyprus, Estonia, France, Greece, Italy, Latvia, Lithuania, Luxembourg, Romania, and Slovenia.
In countries without freedom of panorama, the creator of a creative work (permanently placed in the public space, like buildings, public art, etc.) needs to authorize the release of the photo, also if you have taken the photo yourself.

Which proposal involved?

It concerns amendment AM421 proposed by Cavada.

When is the vote on this amendment?

Thursday 9 July.

Can we do something against it?

Yes! By making known what impact this amendment has to Wikipedia and what damage it can cause to Wikipedia. In recent years it has come to our attention that many politicians do not even know that it is forbidden to publish on their website a photo of the European Parliament in Strasbourg, without the prior permission of the architect. So in the first place creating awareness is important.
Therefore a CentralNotice banner is prepared and a landing page. If you like, you can create a landing page, just like sv:Wikipedia:Panoramafrihet or de:Wikipedia:Initiative für die Panoramafreiheit.

What can I do?

  • Send an e-mail to one or more Members of the European Parliament from your country/area (list of members on Wikipedia and list of the members on the site of the European Parliament (on the page of each member is the e-mail address linked)).
  • Send a tweet to one or more Members of the European Parliament from your country/area (or re-tweet) in your language. Ask them for example if they really want Wikipedia to be backed-out or stripped of thousands of images. Or send a tweet to political groups in the parliament or a general tweet about the subject. Examples: 1, 2, 3.

Where is the coordination?

Commons:Freedom of Panorama 2015
Here, press releases, media reports, and more matters can be reported / added / suggested.
Feedback for the suggested banner text and landing page can be provided here: Commons:Freedom of Panorama 2015/Proposed messages.

Where can I read more information?

Read the article in the Signpost at: Three weeks to save freedom of panorama in Europe

Status update redaguoti

Hello all!

  • Past Thursday we had a meeting with WMF to evaluate the political situation in Brussels and to determine if setting up a banner today would be effective. In these two weeks there are two critical points in the political process to get to a text that is safe for Wikipedia: before 1 July an MEP need to take action to get the text changed with sufficient support from other MEPs, and on 9 July the plenary voting in the European Parliament. We determined Thursday that as a result of all our actions Wikimedia wide, we have generated enough attention to get the first step done. Congratulations! But this was the small step, the large one is the plenary voting.
  • The question we asked ourselves is if we should already show a banner today. A banner on top of every Wikipedia page is a very powerful and sensitive instrument we should be carefully in using it, in timing and wording, certainly if it concerns a subject in the field of advocacy. Also it should be used as last resort. As said, we have arranged enough attention for point one. We also consider two weeks before the voting as too long, because when the banner is seen this week, it likely will be forgotten two weeks later. Therefore we consider it better to start with the banner on 2 July, after assessing how the situation has developed.
  • We advice you not to set up a banner in this week already, but this is an advice. If your local community decides otherwise, this will be respected. We recommend a strong European action at the same time together.
  • The international landing page about this issue is ready at: Freedom of Panorama in Europe in 2015. It would be welcome to translate this page to Lithuanian on a page on the Lithuanian Wikipedia to show that (also) this Wikipedia wants the proposal be changed. (Please add your page in the item Q20200822 on Wikidata.)
  • The page with an overview of the Members of the European Parliament (MEP) in Lithuania is (also) at Freedom of Panorama in Europe in 2015/Contact your MEP/LT. There you can easily find an MEP, his/her e-mail and Twitter-account.
  • If we set up a banner on 2 July, we like to set up a CentralNotice banner also for Lithuania (with approval of WMF), depending on how the politics evolve. For this banner translations are needed. If you want to translate the texts of the banner from English into Lithuanian, add your name, language and how we can reach you at m:Talk:Freedom of Panorama in Europe in 2015/Banner and we will let you know when you can translate.

What is the plan?

  • We will asses the situation on 2 July, then we will set up a banner that day for multiple countries. This gives us also more time to get all the translations in the various European languages.
  • We have asked the Wikimedia Foundation to come with an official statement. They have indicated that they will work on this and will come with an official statement and/or blog post on 2 July.
  • But in the mean while just waiting? - No!
    • Send a personal e-mail to an MEP in your country/area. If you send an e-mail to an MEP, please write it in your own language in your own words. Sending a the same identical message to multiple MEPs, they will notice that and then it does not work any more. See: Freedom of Panorama in Europe in 2015/Contact your MEP/LT. You can link to: http://meta.wikipedia/wiki/saveFoP
    • Send a tweet to an MEP, make it as personal as possible. Hashtag for the action is #saveFoP
    • Write together a press release or an open letter from the community (like on de-wiki)

Let's do this! Thank you for all the work!! Romaine (aptarimas) 12:19, 27 birželio 2015 (EEST)[atsakyti]

PS: If it would be possible to create an article about Freedom of panorama in Lithuanian, would help also very much! Romaine (aptarimas) 12:19, 27 birželio 2015 (EEST)[atsakyti]

Status update 3 July 2015 redaguoti

It is going fast the past 24 hours and before. Therefore this update below, written bij my colleague Dimi_z who is for the Wikimedia movement following the political developments in the EU in the past weeks and years:

1. We have managed to find enough MEPs from various groups to file a positive amendment affirming Freedom of Panorama. The signatures were collected with the help of mainly the Dutch, German and Estonian ALDE members.
2. As a result of the big pressure we exercised and the fact that his own group publicly opposed him on this, Mr. Cavada has now called everyone in the European Parliament to vote to delete his wording, but also to oppose the amendment, as a compromise. It looks like there is a solid majority for this compromise.
3. Delegations form the second largest group, the S&D, have taken public positions against the Cavada text. They have however also let us know, that they wouldn't appreciate being cornered into voting for new (ALDE) amendment. The reasons they cite are mainly of procedural nature.
4. It would take a lot of pressure to get the positive amendment through. Such an aggressive campaign pushing for the absolute maximum this early on in the legislative process could, I am afraid, hurt our standing. Especially banners are only effective if they are used conservatively and there is an imminent threat. This threat is not given any longer, which we should all congratulate ourselves for. This is something we achieved! I want to personally thank each and every single one of the hundreds of people who worked on this.
5. We can still push for the positive amendment by ALDE! We can do this by writing and calling our MEPs personally and ask them to vote for it. We can also do this by joining the petition, which will ask all its signatories to to do the same.
6. What we can and should do now is invest in the contacts we established with MEPs and their assistants. Thank the ones who answered and promised to help! Invite them to a Wikipedia meet-up! Offer you expertise! Ask them to help you with FoP on the national level if you have none!
7. Maintaining contacts is also important, as the copyright reform dossier will come to the European Parliament sometime next year. If we make friends now, it will make our lives much easier next time around.
8. The vote on 9 July will go down as follows: First the positive amendment by ALDE will be voted on, then after that the "split" (meaning deletion) of the FoP paragraph. If the positive amendment passes, we would need the deletion to be rejected. If the positive amendment is rejected, we need the deletion to get a majority.

If you need more information or if you have questions, you can ask them through our helpline.

Thank you so much for all the work done! We have made our voice heard, with success! :-) Romaine (aptarimas) 03:44, 3 liepos 2015 (EEST)[atsakyti]

PS: I will try to keep you informed on this page about future developments. Romaine (aptarimas) 03:44, 3 liepos 2015 (EEST)[atsakyti]

Voting: outcomes redaguoti

Today the European Parliament voted about the copyright report, including the subject Freedom of Panorama.

  • The negative text by Cavada (Freedom of Panorama only non-commercial in whole EU) was dropped by 502 to 40.
  • The positive text by Schaake (full Freedom of Panorama in whole EU) didn't pass by 228 to 303.
  • The report as a whole was accepted with 445 to 65 with 32 abstentions.

Thanks everyone, we almost manage to achieve a full swing, which is a very tough feat to get done in 3 weeks.

What is next?
Autumn 2015: European Commission planned proposal on a renewed EU Directive.

Thank your MEPs and try to keep in touch with them. Romaine (aptarimas) 17:26, 9 liepos 2015 (EEST)[atsakyti]

Jei aktyvių biurokratų yra, ūkvedžiai vis viena turbūt atsakys, kad turime išsiaiškinti vietoje (m:Steward handbook, m:Special:Diff/12359892#Administrator and bureaucrat rights – „Be sure the community does not already have a local bureaucrat. Stewards should only grant administrator and bureaucrat requests on wikis with no local bureaucrats. The only exception to this is if all local bureaucrats have been inactive for a period of time.“), tad nėra ko nė prašyti.
--Martynas Patasius (aptarimas) 00:38, 1 liepos 2015 (EEST)[atsakyti]

Proposal to create PNG thumbnails of static GIF images redaguoti

The thumbnail of this gif is of really bad quality.

How a PNG thumb of this GIF would look like

There is a proposal at the Commons Village Pump requesting feedback about the thumbnails of static GIF images: It states that static GIF files should have their thumbnails created in PNG. The advantages of PNG over GIF would be visible especially with GIF images using an alpha channel. (compare the thumbnails on the side)

This change would affect all wikis, so if you support/oppose or want to give general feedback/concerns, please post them to the proposal page. Thank you. --McZusatz (talk) & MediaWiki message delivery (aptarimas) 08:07, 24 liepos 2015 (EEST)[atsakyti]

Wikidata: Access to data from arbitrary items is coming redaguoti

(Sorry for writing in English)

When using data from Wikidata on Wikipedia and other sister projects, there is currently a limitation in place that hinders some use cases: data can only be accessed from the corresponding item. So, for example, the Wikipedia article about Berlin can only get data from the Wikidata item about Berlin but not from the item about Germany. This had technical reasons. We are now removing this limitation. It is already done for many projects. Your project is one of the next ones. We will roll out this feature here on August 12.

We invite you to play around with this new feature if you are one of the people who have been waiting for this for a long time. If you have technical issues/questions with this you can come to d:Wikidata:Contact the development team.

A note of caution: Please be careful with how many items you use for a single page. If it is too many pages, loading might get slow. We will have to see how the feature behaves in production to see where we need to tweak and how.

How to use it, once it is enabled:

Reimagining WMF grants report redaguoti

(My apologies for using English here, please help translate if you are able.)

Last month, we asked for community feedback on a proposal to change the structure of WMF grant programs. Thanks to the 200+ people who participated! A report on what we learned and changed based on this consultation is now available.

Come read about the findings and next steps as WMF’s Community Resources team begins to implement changes based on your feedback. Your questions and comments are welcome on the outcomes discussion page.
